HISTORY

The official monopoly of lotteries in Colombia emerges with the law 64 of 1923.

In the year of 1971 the Departmental Assembly grants the ordinance number 010 of November 19th, in which the creation and operation of the lottery and its charity were approved, and decreed that both entities would form a for profit institution ruled by the legal norms established by its board members.

In the year of 1974 the directive board creation was legalized through the ordinance 001 of October 29th, 1974, ratifying its control over it by the Ministry of public health.

The Departmental charity was structured through the ordinance 033 of December, 1975, to determine its functions and remuneration scales; authorizing the governor to dictate the staff statutes, in doing so, the governor ordered the decree 04438 of August 16th, 1976 in which it was definitely given the character of public establishment with administrative autonomy, its own proprietorship, and legal status. Administrative bodies, functions, patrimony and fiscal controls were appointed, assigning in the decree, the functions of the directive board to establish the staff statues and the remuneration scales for the directive board. Throughout the mandate of governor Castor Jaramillo Arrubla, the entity was giventhe legal status through the resolution number 465 of 1967.

The main activities carried out by the Risaralda Charity focused on the administrative management, and operation of the Risaralda Lottery. The contro, inspection and opearation of permanent gambling (starting in 1982), liquidation and collection of foreign and charity taxes, and starting august 30th, 1968 the participation in the society "Sorteo Extraordianrio de Colombia" within which additionally administers the rights of the "Loteria Centenario de Pereira", having double vote in the board until 1997.
Besides arbitrating resources for the health sector, it granted economic subsidies to the homes of the elder in all municipalities of the Department and some social benefit entities.

With the creation of the Department of Risaralda through the law 70 of 1966, the national government was empowered to carry out studies on the administrative organization of the new Department. Such organization was regulated by the decree 147 of January of 1967, culminating with the current structure fo the Risaralda Lottery. From the ordinance Number 004 of July 7th, 1994, it changes its legal nature from a public establishment to a state industrial and commercial enterprise at departmental level, known today as "Loteria de Risaralda".

The first prize plan of the lottery of Risaralda was approved through the act 002 of May 2nd, 1967, with a lottery ticket value in the Department of fifty pesos ($50, oo) and outside of it, sixty pesos ($60). The jackpot was one hundred and fifty thousand pesos ($150.000) for a total prize plan of two hundred seventy two thousand four hundred and eighty pesos ($272.480), emitting 10.000 lottery tickets with 10 fractions each ticket. This plan was maintained until the year of 1970, when it changed to $600.000, with a lottery ticket value of $180, within the Department and $220, outside of it, emitting 10.000 lottery tickets each one with 20 fractions, this plan was kept until 1973, when it changed to a jackpot of $1.200.000, with lottery ticket prices of $300, and $360, with an emission of 10.000 lottery tickets with 30 fractions. Subsequently, the prize plans started to evolve with jackpots of $3.000.000, $5.000.000, $20.000.000, $40.000.000, and $50.000.000, with this plan the value of the ticket in all the Colombian territory was set at $1.500, in 1993 it went up to $70.000.000, $200.000.000, until it reached the current plan with a jackpot of $550.000.000,oo.

At its early stages, the Risaralda lottery was commercialized only within the departments of the coffee zone, having a wide acceptance in the region. Nontheless, its needs for market expansion broaden its coverage, firstly to the north of the valley of Cauca, Tolima and other near by territories with similar idiosyncrasy. Nowadays, the lottery is commercialized to a considerable extent in the national market with acceptable competitiveness conditions, during the period of 1992 to 1994 the Risaralda lottery took the the first place nationwide in opportunites and financial transferences to the public health sector and the third one in sales by population density.
